House Bill 347, signed by Governor Roy Cooper earlier today, has made legal sports betting in North Carolina a reality. This groundbreaking legislation not only legalizes sports wagering, both online and in-person, but it also paves the way for innovative economic growth and enables bookmakers to expand their betting businesses to new heights.

With regulations following suit throughout the United States, bookies keeping pace with advanced sportsbook mobile software will lead the pack. Furthermore, when paired with the newest Pay Per Head services—North Carolina’s new law provides an ideal, modernized backdrop in which to build your betting business today.

Mind Inside House Bill 347: What Bookies Need To Know

NC House Bill 347 was passed through both chambers of the NC General Assembly and officially signed at the Spectrum Center in Charlotte. The bill opens the way for the issuance of 12 online sports betting licenses. The establishment of eight in-person sportsbooks at professional sports venues, including Bank of America Stadium and Charlotte Motor Speedway.

The law allows bets to be placed on professional, college, amateur and electronic sports. Betting on youth sports is still not allowed. Also, pari-mutuel betting on horse racing is permitted by separate operators, though that rollout could take longer.

Governor Cooper said the legislation had “two benefits at once:” economic gains, and the implementation of safeguards. The bill allocates:

  • $2 million for the N.C. Department of Health and Human Services
  • $1 million each to North Carolina Amateur Sports and the North Carolina Heritage Advisory Council
  • $300,000 a year for some public universities in license fees and tax revenues

Because of an 18% tax on total gross betting revenue, North Carolina could collect even $100 million per year by the fifth year of the program.
