The 2023 approach was flawed, House Speaker Tim Moore later acknowledged. He noted that the community needs to be involved for any proposal in the future to succeed. 

Moore is behind a commercial casino measure, but thinks local leaders need to initiate the call for change.

In 2024, lawmakers are likely to take a more traditional legislative path. This, in turn, will give communities time to weigh in and build the grassroots support necessary to pass new betting legislation.
